According to the experts, granting of the funds required detailed analysis of individual situations thus the TGE representatives were advised to contact respective competent authorities. Dr Katarzyna Izydorczyk explained that the project assumed development of the Action Programme but not its implementation. Having regard to its implementation, it is planned to perform a legal and economic analysis to identify methods of obtaining funds and relevant legislation.
Promotion of the Programme developed and cooperation with national and regional authorities are also necessary for its further implementation. TGE representatives asked questions concerning practical impact of EKOROB Project implementation on improvement of purity level of water in the basin; Dr Katarzyna Izydorczyk explained that ecotones constructed under the project represented demo sites which were to demonstrate how actions aiming at improved water quality could be harmonised with needs of the local communities.
Reduction of point pollution through modernisation of wastewater treatment plants or construction of sewage network may turn insufficient, especially that restoring original condition of groundwater supplying the rivers and reservoirs was a multi-year cycle.
That is why improvement of the ground and surface water quality should include the actions aiming to:. According to the Platform Stakeholders, the following institutions may support the process of reducing diffuse pollution in terms of limiting pressures and implementation of new technologies:. Regional Inspections for Environmental Protection are competent authorities in the field of monitoring of surface and groundwater quality, while the Chemical and Agricultural Research Laboratories monitor soil and water in terms of phosphorus and nitrogen contents.
Municipalities are competent authorities in the field of controlling sewage disposal system of cesspit-related inspections — example solutions in Sulejow Municipality The lack of provisions indicating the need to demonstrate the way of disposing sewage upon granting the decision on approving single-family housing.
Agency for Restructuring and Modernisation of Agriculture is able to control municipal waste and disposal of cesspit contents. National Fund for Environmental Protection and Regional Fund for Environmental Protection provide co-financing for connections with drainage network. In case of farmers conducting economic activity, the Regional Inspections for Environmental Azoatnowa are entitled to perform relevant checks.
Agricultural Consultation Centres deliver training for farmers, an option of cooperation with municipalities in the field of training promotion and organisation.
Regional Directorates for Environmental Protection: Regional Board of Melioration and Water Equipment: Participants highlighted the lack of clear regulations, clear azotanow of competence and the lack of enforcement of the existing regulations. Using the example of resolving the problem of waste disposal in Sulejow, she demonstrated that by learning from one another, we accelerate the education process.

Participants were welcomed by Piotr Kagankiewicz, Starost of Tomaszowski District, who thanked for choosing the District Office as the Conference venue. He expressed his hope that implementation of the EKOROB, the EU Project, would allow to improve the condition of water in the Pilica catchment dyrektyywa Sulejow Reservoir, which would contribute to restoring its former splendour.

Obtaining additional time to implement this Directive is a key method to avoid the penalties. According to declarations by high rank EC officials, submission of a plan of measures based on innovative scientific research, start of their implementation and presenting azotanows first indicators of the ecological status improvement provide the basis of granting such additional time.

Professor Zalewski suggested that an organisational system should be developed for municipalities adjacent to the Reservoir to support them jointly in obtaining preferential financing.
NWMB emphasised that no actions implemented in the Reservoir itself would resolve the issues, and the whole country would be accountable for WFD implementation.
